I saw a couple of pony kegs for sale with a coupler like you describe. I too was wondering what it was and what type of tap I would need to use them. They are just like Hoff-Stevens coupler only with two pins and no threads. I didn't notice any brewery names on the kegs. I also live in Washington.

@barley_jim sorry that kind of coupler does not sound familier, have you tried some of the commercial brewing websites? Try some of these http://www.fattymattybrewing.com/directory/525....

I have a tap system that's different than these. It's old and I'd like to identify them. This brass coupler has a dual probe like the HS but they are under an unthreaded aproximately 2" Dia. cap which has a handle/lever that swings and locks two notched side panels onto what I imagne must be some kind of pegs on the Keg reciever side and holds the cap down on the Keg. It's like the HS with a 'CO2 in' probe and a 'Beer out' probe but no threads; just a leaver handle and those notched side locks. Can you identify this for me? I live in Washington state and I think these were used on Rainier or Bud kegs long ago. Thanks.
